If SIF failed due to underfunding, could it now be revived given the present level of premiums, Frank?

As you have rightly pointed out previously, it is the number and the value of claims which are the problem. Perhaps also one might add to that list the number of solicitors who are ready to prosecute them. Just as with RTAs and NHS claims, we are a soft target as all claimants, and their representatives, know, firstly, that if they can secure an award it will be paid and, secondly, those who handle the claims at not the ones who eventually pay the bill. Just as with all people who spend money other people have earned, and I am thinking now of central and local government, directors of PLCs, MEPs, et alios, they are far more ready to spend it liberally than those who have worked for it would have been.
