Actually. anon at 4.45, you may be onto something. Perhaps firms should produce a comprehensive list of how many billable hours will be spent on the full range of possible instructions, running, probably, to a few hundred pages. The prospective client can then simply identify the particular type of case and multiply the hours shown by the published hourly rate for the published level of lawyer. Since the client is highly unlikely to be able to identify the particular case type it wouldn't actually be helpful but it would end these arguments about a lack of 'transparency'. Might confound the LeO when a client complains the case cost more than anticipated, too.
