The obvious answer is that the parliament routinely delegates its sovereign powers to lots of others, including to non-European foreigners (both individuals and institutions) I've personally known. Similar to the way the prerogative routinely is used to place the sovereign's military forces under foreign command.

That said, assuming you're not trolling us and the parliament isn't supreme and it hasn't already been done and statutory instruments don't exist... what an interesting idea. Why don't you run a case? It could even start as a non-money small claim in the first instance: something trivial but whose effect will be to dis-apply any minor provision of any law of which you happen to disapprove should do the trick. Whatever happens, it'll be fun!

(Success bonus: open the floodgates for random unplanned demolitions of any implementation of any Directive... I imagine that if you were right, that might become an issue for the Supreme Court's special rules on allowing appeals to proceed)
