A nice idea , and one that we have considered. The main problem, as you say, is the ABI wanting their 'pound of flesh', and unfortunately they won't be happy with just a reduced limitation period. They have this government in their pocket and have no need to, or interest in, negotiating. The consultation paper will be published , as you say, just before the ABI conference on the 18th and Lord Faulks will have his way and see an end to his 'unnecessary' whiplash claims.
