Quite correct, Anon 9.41, it is the abuse which has brought this situation about and it should be the abusers who are drummed out of the industry. I do dislike these measures which spoil everything for everyone when a few abusers prosecuted for fraud and locked up for several years would be all that is needed to sort things out.
