Given that the *average* award for injuries is £1,800, perhaps the government should adopt this as their fixed figure? This would retain all the advantages for insurers (greater certainty, no costs wasted arguing about the level of damages, etc.), who will no doubt be able to pass these saving onto their customers. This strikes a healthy compromise between the rights of those injured and the need to control costs for insurers and customers.

£400 seems quite paltry by comparison.
