Oh dear - another instance of knowing the price of everything and the value of nothing. How will this enable (a) judges to gain the requisite experience and then (b) the efficiencies of having an experienced person cut quickly to the chase, rather than having several less experienced short-term judges possibly wasting more time (and duplicating cost) getting to the same result? Remember the old adage "I'm too poor to afford a cheap coat"? I read a NHS report a couple of years or so ago which highlighted some NHS trusts that experimented with putting senior doctors and consultants on the initial patient triage; the outcome was quicker, and hence more efficient, allocation of the patients to the appropriate treatment, rather than sending them through a chain of ever escalating referrals which took up more hospital time and resources in the long run. Sometimes it's better to invest more up front in order to save money down the line.
