The SCT has not increased in donkeys years. Surely the simplest and fairest way to proceed would be to up the SCT in line with inflation since it was last raised and bring it up to £1900? That would see off the lower value claims (they are not frivolous to the people injured!) saving insurers even more money and retain access to legal advice for the hundreds of thousands of remaining claimants. it would result in a contraction of the sector but not the decimation the proposed changes would cause.
