The mess in this sector was caused by the deregulation of the rules including those governing referral fees - which insurers amongst others, wanted. The rules which allow them to directly set up, own and influence their own legal firms, hardly champions the rights of consumers, when there is such an obvious conflict of interest

But adopting similar polices, why shouldn't we ask govt to limit the cost of an insurance Policy to protect the rights of the consumer against insurers who don't have their best interest at heart?
If 300 quid is enough to compensate a 2 year whiplash, a policy of no more than 100 quid per annum should cover it, no?
