"The tax payer cannot expect the system to be paid for only by those actively using it"

Umm. Why not? Much as I would like someone else to pay for my latte, car insurance, school fees and gym membership, I choose to shoulder those burdens on the grounds that I am the one actively benefiting (or the next generation in the case of the school fees, although it keeps the little blighters off the street). What is wrong with the principle that the user pays?
