Firms could refuse to accept appointments and if there was solidarity the government would have to back down. The reality is that this simply will not happen. A few years back all the criminal firms in Bristol refused to accept instructions on "own client" cases in the police station. The difficulty was that Hines who did not even have a contract in the area stepped in and scooped up all the work. The same would happen again as there will be firms who would be quite happy to do appointments at the legal aid rate.
