Speaking as a divorcee/client, this is very disappointing - surely the cost saving alone for both divorcing couples and the government makes sense; making divorce easier, quicker and less painful for families is compelling reason to reform our divorce system. The estimated annual total cost of family breakdown is c.£47bn pa to the UK taxpayer. The US have introduced 'no fault' by state, perhaps we can learn from across the pond?
