What definition do you put on that of a Broker then if you don't mind me asking?

I am not so sure that you are correct here. Last night for example on R4 Tonight, there was an insurer saying car insurance would have to go up because of accidents at work I seem to recall?

So I think you should reconsider your Latin usage.
