This won't last. Call me cynical but I suspect that it's just part of the MoJ's long con strategy: this 'reform' will be used to justify the other reforms of the PI sector and as soon as they are on the statute books there'll be a hurried 'consultation' (read 'going through the motions') followed by a review of the methodology of calculating the discount rate whereby the insurers' coffers will not only be restored but their cups will runneth over.
