22 million calls. Most of them probably falsely stating that the recipient was entitled to damages ("Our (non-existent) records indicate that you are owed £2350.") . Possibly 22 million offences of fraud by false representation. Why not jail the directors for ten seconds for each offence to run consecutively? Comes to about 6 years which is a reasonable estimate of the aggregate time wasted by the people called.
