Well we're going to need some flesh on the bones especially in respect of this element :

"The scheme is voluntary and both sides must agree to take part, although parties should not have an ‘unfettered right’ to leave the scheme if they change their mind."

I'm not sure what benefit would be derived by Claimant's solicitors entering into a scheme designed to cap their fees (if they don't have to)....
