I have not read all 185 pages of the consultation document (excluding appendices) but from what I have read it is a thoughtful and comprehensive summary of the law, the reasons for each legal development, and the considerations which suggest that a fresh approach is desirable. It records that only 51.6% of people dying in 2015 had probate granted or letters of administration taken out.

As for new names and electronic possibilities, so what? So long as it is all clear, does it matter what terminology is used? It surely isn't a bad idea to drop Latinate phrases and words which will be unfamiliar to most people, and therefore not clear - possibly one of the reasons why over half the people dying in 2015 had not made wills.
