Ian, and it would remove moral hazard, it would reduce the analysis of 'what went wrong' and mitigate against changes in processes / procedures to improve the delivery of health care.

Lots of things happen which are no one's fault, do we really want the NHS to be burdened for paying PSLA + private health care costs for every untoward outcome?

The eventual consequences would be the erosion of the value of payments to individuals as the numbers of claims increase thereby both stiffing the taxpayer, damaging the NHS and under compensating the victim of negligence.

The only sane answer is no, a no fault compensation scheme is lunacy on stilts.
