Why not say this, instead:

Many wanted more legal advice in plain English, in writing before and after meetings. Some said that advice cost too much for a lasting power of attorney.
Some did not understand legal processes. They were disappointed with the advice and with the time-scales to resolve everything.
Research on people with mental health problems shows 'considerable' concern about the cost of legal advice, and considerable reliance on free services from voluntary advisers and 'free first half hour' services offered by solicitors.
