Anon at 13:56 , nationally is irrelevant for EU cross border practising of lawyers. That is, as long as one has obtained a legal qualification in one EU member state, they can practise in another. If their nationally is from a third country, they will have to regularise their right to work but this is a separate matter.
Specifically about Ireland, if I'm not wrong, the right to practise of lawyers is derived from an agreement between the two countries. This is what makes Ireland appealing for English lawyers. Otherwise any orher EU country would be in the same position if it was solely EU Directive the basis for practising law.
Of course, both countries have common language .
