It can only be unfair (discriminatory) if a male and a female employee are doing precisely the same job, hours, responsibility etc and one of them is paid more than the other. Grossing all the incomes up in a department and finding that the average for women is less than the average for men does not necessarily mean that women are discriminated against unless they are doing the same job as the men - Perhaps I am missing something?
