Anonymous 10.36 and Michael Martin: Claims for breaches of the law rest against the government, not MPs. MPs make laws , they do not carry them into effect. It is the Executive, not the Legislature, which is liable for acting other than in accordance with the law. In our system parliament is sovereign and consequently can legislate as it thinks fit.
Anonymous 10.49: As it stands citizens of the UK may have rights under EU law, breach of which will give them a claim for damages. If and when the UK leaves the EU and UK law no longer gives effect to EU law such rights will vanish for the future. It is however generally regarded as unfair and somewhat unconstitutional to legislate restrospectively so as to remove accrued rights, at least without allowing a transitional period.
Generally: it would be really nice if commentators in this area had at least a minimal understanding of UK constitutional principles. It may be rather confusing that ministers are usually also MPs but they are acting in a different capacity to their ministerial ones when they vote on laws.
