It seems to me that if the NHS keep settling claims, then they are doing something wrong otherwise the claims would be defended wouldn't they! What the government don't like is paying for Joe public to have legal advice to get a fair settlement, well unless you get rid of the normal rules of litigation that isn't going to stop is it. What a waste of everyone's time. Obviously the issue is lack of resources in the NHS leading to mistakes and corner cutting. Saying the issue is claimants solicitors and dealing with that is like putting a plastic over a gaping wound. It isn't going to fix the problem.
