My public sector body already does all its interview sifting and shortlisting using anonymised name/age/ethnicity/address of school/university etc data. It takes a little getting used to but ultimately is easy to carry out, and we get good candidates at interview. It does give confidence in the system....with safeguards there is no reason that charging decisions couldn't follow a similar approach. It would strip possible bias etc (and complaints about such) out of the equation.
