Stephen Desmond says the Act could be improved, which should be the way forward. But it should not need to be 'acceptable' to developers. Their 'interest' should end once they've sold their property. to a 'unit holder'. Of course, they want to retain an interest, to enable them to make additional profit from selling the freehold (ground rent).

Developers claim they would have to increase the cost of properties if leasehold is reformed, and they cannot sell the freehold. But, there is no evidence to show developers have reduced property prices by an amount equivalent to the cost of the freehold. There is evidence to show developers have increased property prices, especially since 'Help to Buy', AND made huge incremental profits through the sale of the freeholds to investment vehicles.
