No, diminished responsibility was not relevant. The conviction was for attempted murder, which (as the CPS's website confirms) requires intent to kill (not merely to cause GBH). As a CPS prosecutor, Mr Farrimond was presumably aware of that when entering his guilty plea.

The SDT's comment that Mr Farrimond "did not have control over his actions" (paragraph 23 of its judgment) is therefore difficult to understand.
