I once lived next door to a mentally ill former serviceman. In my experience the authorities kept insisting he was sane and could be free in the community; even when he obviously wasn't. They would do this right up to the moment a place became available in our local mental health hospital. As soon as a place became available, those in authority would then change their minds about him, and take him away.
