Neither lawyer nor doctor, my initial response would be to oppose such a ban unless it can be shown that the situation is reasonably (not=moderately) likely to be detrimental to the patient/client. So the regulator would have to produce research to demonstrate where it has occurred, with specified detriment. I would also require them to say whether such a ban is in place in other countries with similar social conventions to our own.
