This kind of set up encourages what we used to call the Little Hitlers, keen to exert their very small amount of power, often without any sense or application of brainpower. It is probably unlikely a barrister would use pens to put grafffiti on the court walls whereas a young tearaway with tatoos up his arms might well have come armed with pens to the court to cause trouble. They need better profiling.
