So the should instruct new counsel in a complex litigation, which will increase the costs (as new counsel will have to read into the file) every time one of them cannot make a hearing.

Of course that's a more reasonable and proportionate option than arranging a hearing date around the availability of all parties. Makes perfect sense in modern litigation.
