One difficulty with the label "offender" is that it is not determined by a judge or jury. It is an arbitrarily conferred third status, by which those assigning the label (anybody at all) can game the "accused"/"convicted" distinction and treat the accused as if convicted. Last time I looked it has no place in the Criminal Procedure Rules but seems to be embedded in the CPS "Code" for those gaming the Rules and ethics. Including, incredibly, the police (judging by a recent Report of the CPS inspectorate whose stated mission excludes professional ethics) and now, evidently, the Home Office.
