This all looks very complicated to my totally out of touch mind.

The earlier schemes seem to have been open to abuse. Stopping that can't be wrong. However, this seems to have a bad outcome for genuine practitioners - seen Anon 15.44.

Sir Richard Richard makes a sensible suggestion, or one which could be easily made into a working model to cover such cases.

However, it may be that the agenda is to drive down the number of practitioners until they are so scarce or hardpressed that joining The Crown Criminal Defence Service is the only option.
