How on earth would the Land Registry be able to do that? It is only involved after a sale transaction has begun or towards the end on a purchase. On what basis would it make a judgment? Perhaps on Requisitions raised? Bad. Number of applications. Good. Why can’t the Land Registry cannot be just a Land Registry?
