Interesting concept to use a Blockchain-based Ledger.
The purpose of blockchain is to do away with the "trusted intermediary" in transactions. It is solution to the Byzantine Generals problem (look it up).
It is based upon proof of work on distributed database that can be accessed by many.
If you have an intermediary whom you can trust, you do not need a distributed database, and the works of the intermediary is the proof of work.
Is there any reason we can not trust the Land Registry?
