Anon at 13.10 is spot on.

In Wigan recently a resident told me he was "klempt de'arth" and spoke other local gibberish, unrecognisable as English. Apparently it meant he was hungry. That was the 'first language' of someone from Wigan who hadn't emigrated there from a different country. I see no reason why there is any difference between that language and Welsh or why my taxes should pay for either of them to be translated into English.
