Isn't part of the attraction of a CCJ is that it doe's impact on peoples credit ratings? Dilute CCJs even more and there is little point threatening someone with proceedings as any CCJ will not impact on their life.

There are plenty of options available to people to deal with CCJs against them that they did not know about.
