Anon, at 16:54: " Regarding the issue of parking tickets mentioned by David Carrod, I may be wrong, but aren't the proceedings issued to the last keeper's address held at DVLA? Isn't it an offence not to keep that address updated? In that case the person concerned only has themselves to blame, surely?"

The problem is, that the parking operators obtain the keeper's address from the DVLA at the time the ticket was issued, which could be several years ago. So even if the keeper has subsequently updated their V5C with the DVLA, the Claim gets issued to the original address the operator has on file. Therein lies the problem.
