A couple of points.
The lady was found guilty of dishonesty and punished but the Tribunal found there were strong mitigating circumstances which meant the punishment was lighter than usual. This does not create different degrees of dishonesty, just different degrees of punishment.
Being told you must sign in and sign out is inappropriate and insulting to conscientious professionals who will work very long hours when doing their professional duty requires it and should be free to catch an early train on the odd occasion when their family life demands it without fearing the wrath of their "superiors". It is a matter of trust. Incidentally I don't see the HR Department staying after 6 pm ever - except perhaps when there is drinks party being held.
