As a poster below said, this has all the hallmarks of a 'green ink and capital letters' Litigant In Person miffed because he hasn't got a Scooby Doo why he's lost his claim.

Also, the MP plainly hasn't got a Scooby either but is quite happy to gob off under privilege because it makes it look like he's tried to do something without actually doing anything.
