Yes, Sheikh, but if that jurisdiction was one of the UK jurisdictions a Nikah without the civil formalities is not considered a legal marriage and cannot be recognised.

If a couple of Pakistani heritage really want to marry without troubling the Registrar they can go to Pakistan for the purpose; but the Registrar's fees amount to less than the air fare, so why not just do it the legal way, as those of other religions overwhelmingly do?

In fact some mosques are registered and some imams are authorised - so it can be done.
