The idea that a minion @ Haven randomly decided to do this and was able to settle the claim and raise payment outside the usual systems and bypass any management oversight is beyond risible.

Imagine if the claimant's solicitors, after the claim was notified to the insurers and liability was denied, were to contact the tortfeasor without going through the insurers and procure and admission of liability . . . the ABI would be up in arms and rightly so.
