Perhaps of there should be a new protocol of exchanging ID and address evidence on instructions, the buyers could decide if they are satisfied and the sellers solicitor could authorise (on behalf rogue or otherwise client) if a further investigation could be made. That's without any block chain involvement - two heads better than one! All of these require open access to say for example the passport office for solicitors.

Another one could be checking when the EPC was put in place and perhaps correspond it with a date on the register?
