I think the problem is that they have no concept of the realities of travel if you don't have a car. When I used to o Care work it was the same - all the proceedings (including Magistrates courts hearings) were moved to the care centres, which meant that they were a minimum of an hour and a half away if you were driving. Using public transport, it was physically impossible to reach one of the courts before mid day unless you were willing to set off the previous evening and spend the night at the bus station, for the other it was possible to reach it by about 11 but it that took over 3 hours and least 3 changes. And in most cases, if someone missed one of those changes because the bus they were on was delayed, then there would be either an hour, or 90 minutes, before the next one.
All other considerations aside, someone who has had such a stressful and lengthy journey isn't in the best position to then deal with a stressful hearing.
