Yes Jeffrey, there is a dichotomy but what has happened to one may well have helped the other

I know of a council that has improved (and reduced fees for) the Con 29 process by increased use of IT. This coincided with the transfer of the local registers exercise which may have prompted consideration of improving as an alternative to losing the service

I believe that attention should now move to transforming the information requested by CON29 into open data to eliminate the need for a form or an application.

Any councils that have made a start on this should make their efforts known to all. The Open Data Institute should consider promoting technical work on the subject.
