It is all a question of how the story is spun. You could make an argument that the government has decided that keeping holiday makers safe is costing the travel industry too much. Accordingly the reforms will reduce the cost of the average holiday by £90 by reducing the risk of litigation. Or was that whiplash and car insurance? Or maybe something I saw on the side of a bus.
