The resourcing of all tribunals is a major issue. And from what I read here (and from a DJ I know) it is the same in county courts, and probably magistrates' courts too. The system is rotting from the bottom up and the MoJ is in denial. But this is the problem when you have a government whose members are (until they actually start having to do anything connected with the real world) firmly of the view that civil servants spend their days drinking tea and there are far too many of them anyway.
