I am 100% certain the Government will completely ignore any recommendation by the Committee if the Committee seeks to prevent the Government implementing the £5000 Small Claims limit for RTAs.
This is a purely political decision, without any supportive evidence, pushed by the motor insurers/ABI and the Government will force it through.
Watch how these companies shares and profits will rise even further after this (with some crumbs to lower premiums very slightly in the short term to say "we did reduce premiums", before premiums inching up again, whilst the unrepresented public without Before The event LEI will now either be relying on unqualified CMCs to represent them or go in blind against the insurer claims handlers and their solicitors.
