I am always a bit cautious when it comes to what you can derive from statistics. What is curious with these figures is that if 41% of black applicants wanted to study law and medicine but only 12% of white applicants applied for those two courses it tells you that those courses were disproportionately sought after by black applicants (with proportionately over 3 times as many applicants). Given the disproportionate popularity of law and medicine when it comes to black applicants I am not sure what conclusion can be sensibly drawn from the fact that 3 times as many of those applicants are unsuccessful in getting to study law. Are all of those applicants of the same calibre? Did those that failed to get a place on a law course get to study medicine instead? Who knows....
