the proposals seem to run counter to normal notions of the separation of judicial and executive power contrary to the constitution. You cannot have a non-judge exercizing judicial powers.

Subject to that I expect the settlement rate in the triage and resolution phases to be very low - we already have in effect compulsory mediation anyway so the system will not work that differently to the present.

Will the delay on the return of orders improve?
