In all my years in practice I've obviously missed something, as in all the Courts I have visited over the years I have yet to find a Judge issuing a summons - a bench warrant conceivably, but a summons ?

Since whenhave court staff not been doing this perfectly correctly and effectively for donkeys' years already ?
